PI Shutdown Subsystem

A Data Archive subsystem that writes a shutdown event for PI points when the Data Archive restarts. It generates a SHUTDOWN digital state for points that match its configuration, typically those with the Shutdown attribute set to 1. The subsystem retrieves the timestamp for these events from a file maintained by the Snapshot Subsystem, then stops running after all shutdown events are written.
