Reject Duplicates Without Checking for Errors

A value of Merge Type in PI Server. Adds the new event only if there is no existing event with the same timestamp. Otherwise, PI Archive Subsystem writes an error to the PI message log on the Data Archive server, or an error message may be displayed.
