Replace Only Duplicates Without Checking for Errors

In Achive Editor Tool, this value overwrites one of the existing events with the same timestamp (if present) and sets its Substituted attribute to True. Otherwise, PI Archive Subsystem writes an error to the PI message log on the Data Archive server, or an error message may be displayed.
