PI Update Manager

A core PI Server component that manages the delivery of data updates and configuration-change notifications to client applications that subscribe to them. It buffers and distributes events such as Snapshot updates so that clients, including visualization tools, receive current data without repeatedly polling the Data Archive. It serves as the event-distribution mechanism for the PI Server.
